Config Tool v0.11
Due to Popular demand and some new features,
here is the new Config tool which is also included in the newest release of TSS.
Changes:

- Removed Prefer Packed because its not yet implemented into the game
- Tidied up the UI
- Added two progress bars which show the visible distance and the max amount of traffic relative to the detail setting
